Council confirms Article 4 Direction for Aintree

Sefton Council has confirmed an Article 4 Direction for the Aintree area, giving residents greater reassurance that local neighbourhoods will remain balanced and family friendly.
The Direction removes permitted development rights for converting a house into a small House in Multiple Occupation (HMO) without planning permission.
Owners must apply for planning consent
This means property owners must now apply for planning consent before making such changes, allowing the Council to carefully consider the impact on the local community.
The decision follows a five-week public consultation which received 211 responses representing 246 residents – all in support of the Direction. No objections were raised by the Secretary of State.
Listening to residents
Cllr Marion Atkinson, Leader of Sefton Council, said: “This is about listening to our residents and acting to protect the character of Aintree.
“People told us they want safe, stable neighbourhoods where families can thrive, and this measure helps us achieve that. The overwhelming support shows how strongly our communities feel about maintaining a balanced mix of homes.”
Direction complements existing measures
The confirmed Article 4 Direction complements existing measures in Bootle, Litherland, Waterloo and Southport, and a borough-wide Direction is expected to be confirmed early next year.
